Approaching Homicides as an Industrial "Quality" problem

Silicon Graybeard has a thought provoking post over at his blog.

What if we thought of humans who kill other humans as "defective" and we unlimbered our industrial "Quality Engineering" tools?

Violent behavior
People who study workplace violence tell us that best predictor of violent behavior is previous violent behavior.  The guardrails are broken.

Since most murders are committed by young men, it is worth asking the question:

"Does it make sense, from a public safety standpoint, to put a firewall between 'juvenile' offenses and adult behaviors?"
Firewalling juvenile records deprives the public of the best, one signal regarding the population that is most likely to kill somebody.
